The NVS doesn't seem to work correctly with our latest code.  We now
have a check to see if 5GHz is enabled and, if that's the case, enforce
a larger NVS that contains the 5GHz calibration.

In this NVS, you have the general_params.dual_mode_select set to true,
but that only works if the 5GHz calibration is available and the NVS
should be 912 bytes in that case, instead of the legacy 800 bytes.
