This is odd. Hitting this assert means that we have selected a wrong
rate index wrt the type of stream. There may be a bug in rc init
which gets exposed after assoc/reassoc and disassoc.

WLAN_RC_DS_FLAG means the rate control is going to be initialized
with dual stream rates.
