[PATCH] b43: Add LP-PHY register definitions

This adds register definitions for the LP-PHY.
This also adds a few minor empty function bodies for the LP-init.

I'll let you decide whether you queue this for the next feature release
or the next -rc. I lost track of what the rules are for this kind of change.
Note that all this code currently is under BROKEN dependency.
So it won't even be compiled without changing the Kconfig first.
