On a whim, I tried connecting/disconnecting in connman, but with
wpa_supplicant instead of iwd. It works consistently every time I
tried it with wpa_supplicant. I would issue a 'disconnect' and then a
'connect' in connman and it would always grab a DHCP address when it
reconnected. It is when I use iwd that it can fail to make a
connection.

When it does fail, it shows as 'connected' but will not grab a DHCP
address from the AP but not pass any internet traffic.

When it fails to get a DHCP address, in the journal it shows this error:
kernel: ieee80211 phy0: brcmf_cfg80211_external_auth: External
authentication failed: status=1
connmand[38061]: Interface wlan0 [ wifi ] state is ready
connmand[38061]: wlan0 {add} address 169.254.4.44/16 label wlan0 family 2

Then it assigns a 169.x.x.x address to wlan0 and then show as
'connected' in connman, but it isn't really connected to anything and
will not pass traffic.

I do not know if it is timing or what. I can send any log or other
info that may be needed to help diagnose.
