This has changed from the RFC as follows:

- freq_to_chan conversions return the channel with the closest
  center frequency (instead of rounding down)
- Remove a couple frequency checks which are now redundant
- Leaving the WE exponents alone

Also note this changes the frequency reported by wl3501 for channel 14.
I've assumed this is a fix...
