[PATCH 2/4] wireless-regdb: Update regulatory rules for Saudi Arabia (SA) on 6GHz

The Communications, Space & Technology Commission released WLAN regulations
on 2022 [1], which on section 7 it opens 5925-7125 (6GHz), maximum EIRP is
250, indoor only.
