[RFC] add ar9170 driver

This patch adds the ar9170 driver for Atheros 802.11n
USB hardware ("otus"). The driver currently has basic
functionality, it will always transmit at 1 or 6 MBit
rates and only supports managed mode.

TODO:
 * rate control/tx status!
 * figure out QoS (does firmware parse QoS control to get AC?)
 * implement IBSS mode
 * implement hardware crypto
 * implement AP mode
 * implement mesh mode
 * make LEDs blink
 * HT
