[PATCH 8/9] rtw89: coex: Add v1 Wi-Fi SCC coexistence policy

Because the later firmware had patched some new feature, it can control
the Wi-Fi/BT slots more efficiently. This patch enhance it for better
Wi-Fi SCC mode performance.
