IIRC you need to disable runtime-pm and deep-sleep to proper enable monitor
mode:

echo 0 > /sys/kernel/debug/ieee80211/phy<x>/mt76/runtime-pm
echo 0 > /sys/kernel/debug/ieee80211/phy<x>/mt76/deep-sleep
