[PATCH 8/9] mt76: mt7915: rework tx rate reporting

Instead of attaching the last reported rate to tx packets, use
ieee80211_tx_status_ext to immediately pass the rate to mac80211 after
receiving it from the firmware.
Preparation for implementing full tx status reporting
