[PATCH] ath11k: fix "rmmod ath11k_pci" failure after QMI sequence fails

If board.bin file is missing, QMI sequence fails,
which results in failure of "rmmod ath11k_pci".
This patch fixes this issue.

Tested-on: QCA6390 hw2.0 PCI WLAN.HST.1.0.1-01230-QCAHSTSWPLZ_V2_TO_X86-1
