[PATCH v7 2/3] ath11k: move target ce configs to hw_params

Move target CE config and target CE service config to hw_params.
No functional changes.

Tested on: IPQ8074 hw2.0 AHB WLAN.HK.2.4.0.1-00009-QCAHKSWPL_SILICONZ-1
