From: Ben Greear <greearb@xxxxxxxxxxxxxxx> This makes the mlme code probe multiple times spread out across the time-out period instead of lots of probes all at once. It also makes the ap-probe and the nullfunc probe logic act similarly, which allows us to remove some code.
