[PATCH 07/20] mt76: move mt76x2_get_efuse_data in mt76x02-lib module

Move mt76x2_efuse_read and mt76x2_get_efuse_data in mt76x02_eeprom.c
in order to be reused in mt76x0 driver for eeprom parsing
