[PATCH 1/3 v6] mac80211: Refactor ieee80211_iface_work

Added ieee80211_iface_work_handle_pkt_type function. Moved part of the
code that checks skb->pkt_type from ieee80211_iface_work to
ieee80211_iface_work_handle_pkt_type.
