Well, I checked:

                call_netdevice_notifiers(NETDEV_UNREGISTER, dev);

                if (!dev->rtnl_link_ops ||
                    dev->rtnl_link_state == RTNL_LINK_INITIALIZED)
                        rtmsg_ifinfo(RTM_DELLINK, dev, ~0U, GFP_KERNEL);

so ... :)
