No idea, must be a driver bug.

known issue, actually. The driver doesn't set the
IEEE80211_HW_WEP_INCLUDE_IV flag and mac80211 expects it to be set. But
the driver shouldn't be changed, instead the patch "mac80211: rework
hardware crypto flags" should finally be merged. John seems to
hide... :)
