[PATCH] sync wireless-dev with radiotap header in wireless-2.6

sync wireless-dev with radiotap header in wireless-2.6

Update the radiotap header with what's in wireless-2.6. Also remove the
comment about IEEE80211_RADIOTAP_FCS.
