[PATCH] mac80211: move PHY things to debugfs

This patch moves everything except the "sta" directory from the phy
sysfs to phy debugfs.

This one doesn't conflict with Michael Wu's patch series as he only
touched sysfs_sta.c and this doesn't change those entries yet.
