Watchdog driver implementation for Lenovo SE10 platform.

This is based off the original ite5632 WD driver submission by David
but modified to take in feedback during that review:
 - Watchdog is made specific to the SE10 platform only
 - Added in region request/release when accessing IO registers
 - Some cosmetic or style cleanups during the update
