It used for testing in tools/virtio/vringh_test.c.
If vring_new_virtqueue supports packed vring, we can add support for
packed vring to vringh and test it.

Since it looks like we have 2 sections in virtio_ring.c for split and
packed API, what about moving the 2 new functions?

In this way we can also remove the definition on top of the file, I mean
to apply the following changes to your patch:
