I still don't understand when this handler will be called.

E.g IFCVF did:

{

                return vring->cb.callback(vring->cb.private);

        return IRQ_HANDLED;
}

So when the irq bypass doesn't work it will fall back to a slow path.

Maybe some comments here or changelog would be helpful.
