It's not a requirement for unprivileged guests, but our domain0 is 
responsible for a lot of platform bringup. In particular, Xen itself 
has no ACPI interpreter, so domain0 is responsible for finalising IRQ 
routing and redirection (through chipset steering logic and IOAPICs).
