Hi Alan,
I have one question just for knowledge. I was looking for the reason of this bug but wasn't even able to identify which driver (ehci,xhci etc) these devices are using. I tried inspecting with my USB mouse and found out it was ehci (i believe it depends on devices).
My configuration files are almost similar between 3.10 and 3.11...
Attached 2 "lsusb -v" files, 1 that works, the other doesn't.

I use debian wheezy with LUKS.

Note: Same problem with the kernel 3.12rc1.
It looks like your system did not load the ohci-pci driver.  Is
CONFIG_USB_OHCI_HCD_PCI enabled?
how did you identified it was using ohci?
