[RFC v3 08/18] xhci: refactor TRB_EVAL_CONTEXT case into function

This patch refactors the code in TRB_EVAL_CONTEXT switch case in
handle_cmd_completion() into a fuction named xhci_handle_cmd_eval_ctx().
