That's not really what you want, because this issue arises only when waking up from a system suspend, not from a runtime suspend. Besides, it's still not clear (to me, at least) that resetting the device is necessary. However, if you really want to, you can force every device on a bus to go through reset-resume during a system resume by calling usb_root_hub_lost_power() when the controller or root hub resumes.
