Then you really need to get support from Ubuntu, there's nothing we can
do here about such an old and obsolete, and really unknown kernel tree,
sorry.

Given that I know machines are out there running successfully for longer
than that many milliseconds, with USB, just fine (my build server is one
such example), I'd point to either the changes that Canonical made to
that kernel version, or your specific drivers you have for your
hardware.
