Ah, now I understand the problem. The device reset automatically disables the endpoints, so when usb_reset_and_verify_device calls usb_hcd_alloc_bandwidth, and that routine tries to drop the endpoints, it fails because the endpoints are already disabled. Sarah is going to to have to figure out the right way to fix this. She's the maintainer for xhci-hcd.
