BUG: Xbox 360 controller LEDs won't stop blinking

When I connect a wired Xbox 360 controller (black, in case it matters), the four LEDs around the "X" button start blinking and never stop. The controller is a retail "Xbox 360 Controller for Windows" device. dmesg:

usb 2-1.1: new full-speed USB device number 3 using ehci_hcd
input: Microsoft X-Box 360 pad as /devices/pci0000:00/0000:00:1d.0/usb2/2-1/2-1.1/2-1.1:1.0/input/input5

The gamepad does work (jstest shows the controls being pressed) and applications pick it up just fine. The problem is with the LEDs.

I'm using kernel 3.7.1 (x86-64). The issue was there with previous kernels too.
