Yes this patch suspends (without your patch).

But plugging in a USB device still does not wake up. But I could not get
Windows to do that either.

# ls /sys/bus/usb/devices/*/power/wakeup
/sys/bus/usb/devices/1-1.1/power/wakeup  /sys/bus/usb/devices/2-1/power/wakeup
/sys/bus/usb/devices/usb2/power/wakeup  /sys/bus/usb/devices/usb4/power/wakeup
/sys/bus/usb/devices/1-1/power/wakeup	 /sys/bus/usb/devices/usb1/power/wakeup
/sys/bus/usb/devices/usb3/power/wakeup

# cat /sys/bus/usb/devices/*/power/wakeup
enabled
enabled
enabled
enabled
enabled
enabled
enabled
