BIOS engineer the HCD was designed to have no line IRQ.

Sure.
We have checked this with the BIOS people.

He said that xHCI host controller needs neither a _PRT entry in ACPI,
nor legacy IRQ in PCI configuration space.
Because windows works well on this platform for them.

So I guess IRQ is not mandatory for windows and Linux can follow windows
to make legacy IRQ optional.
