Please paste the kernel log.
If power down the screen, does the system will suspend? If it is,
it is not strange your 3G device will receive the suspend, as root hub
will suspend all hub and downstream devices.

Besides, what do you mean "can no Resume the equipment"? Do you mean
can not resume the your embedded board? If it is, first make sure it has already
suspended, and not the system hang during the suspend.
