If the process opening the serial port hangs in open(), then you are probably
missing patch d14fc1a (USB: serial: handle Data Carrier Detect changes).  As an
alternate solution the recommendation from Alan will work.

This was broken from v2.6.31-rc1 to v2.6.38-rc3, and AFAICT the above mentioned
patch made it to stable kernels.
