PROBLEM: USB device fails to connect in 2.6.38 but is OK with 2.6.37 and prior

Please find attached a report of what I suspect to be a bug introduced
in kernel 2.6.38 with USB drivers. The error message is coming from
ehci_hcd.

USB device fails to connect in 2.6.38 but was OK in 2.6.37 and prior

2. Description
--------------

PC in question is a Toshiba Equium L350 laptop. Device in question is a Tascam DP-01FX Digital Analog Workstation (DAW) for recording audio. The latter has a USB interface for exporting WAV files that I've used successfully on Ubuntu versions up to 10.10 (kernel 2.6.35). After upgrade to 11.04 Alpha 3 (kernel 2.6.38), the device will not connect, although other USB devices, e.g. USB drives, work OK. I have confirmed that reverting to kernels 2.6.35, 2.6.36 and 2.6.37 on the same laptop results in a successful connection.

On 2.6.38 Connection fails with the following messages when the USB cable is plugged in:
