Your log shows that usb-storage isn't getting loaded at all, or doesn't
get probed for this device.  In addition, the log shows that all the
USB controllers get woken up when the drive is plugged in, which
indicates that some user program is scanning your USB buses and is
perhaps taking control of the drive away from usb-storage.

You should find out what the udev daemon does when the drive is plugged
in (udevadm control --log-priority=info).
