Could this be retitled as "USB/PCI: add ..." The USB core doesn't much care about specific chips, and shouldn't, despite $SUBJECT. What's happening is that PCI, as part of trying to take over the world, needed a few subsystem-specific accomodations. And this patch adds to the USB ones. As i recall, this code won't kick in on PCI-less platforms ... so in that sense it's not part of usbcore. it just sits in that directory to make system startup smoother where PCI is active ... it is "PCI glue.
