Fix these linker errors when CONFIG_PM=n:

ERROR: "xhci_bus_resume" [drivers/usb/host/xhci-hcd.ko] undefined!
ERROR: "xhci_bus_suspend" [drivers/usb/host/xhci-hcd.ko] undefined!
