In the trivial "ignored by host" and "optionally provided
by gadgets" senses, sure.

Notice that for CDC devices, the mandatory/original
 "CDC union" descriptor, which Linux uses, basically
obviates any need for IAD.  I've never quite seen why
Microsoft wanted IAD to exist, other than maybe as a
way to create complications only MS-Windows would care
to sort out, as part of a strategy of only partly
implementing (at best) USB-IF class standards.
