There's the usb-pm tool I was working on.  It includes a script to turn
a PID:VID into a udev rule to enable autosuspend when the device is
plugged in.  The tool is supposed to dynamically allow users to test
whether their USB device supports autosuspend, but I haven't worked on
it for a while.

It's all bash scripts, but I've been meaning to convert it to C so it
could be included in the usb-utils package.
