Instead of letting the TTY layer schedule it...

I think just not setting low_latency to 1 would
suffice ... simpler all around.  If someone were
to send a ptested atch with just that change

(which also means updating the two comments
referring to that flag), I'll try to send an
ack quickly, so this gets resolved at last.

(I'd send such a trivial patch myself if my
temporary mail setup were more normal... and
I had hardware handy to test it.)
