After some more testing, I believe this problem is independent of unloading usb-storage. Unbinding and unloading usb-storage does seem to fix my original problem. However, some issues remain. First, sometimes the device appears to be functioning well but I never get a connection, I just keep getting "no carrier". This may be some sort of network issue.
