Yes, back in the 2.4 kernel days, that was a long time ago, ah,
nostalgia...

There is no more devfs, that went away about 5 years ago.

If you mean the udev controlled /dev/ then you just need to modify a
udev rule to do so.  That's all done from userspace, no kernel change is
needed.

What usb device do you want your device node permissions changed for?
