usbutils 016 release

It's been another year, and there have been a number of small fixes and
tweaks to the usbutils programs (including one pretty noticeable fix
where devices just weren't showing up at all in one of the output
modes), so it's time for a new release.

I'd like to announce the usbutils 016 release.

Full details of the changes in this are found below in the shortlog.
