That isn't necessarily so.  You need to clarify your meaning, because 
there are actually _two_ drivers involved: usb-storage and usb-serial.  
The mode-switch code is in usb-storage, but usb-serial needs to be 
updated as well when a new device comes along.

X11 also is essentially prequisite for making your computer usable.  
Does that lead you to conclude it should be shipped with the kernel
too?
