Take a look at how this was implemented for mx_uport.c which uses a
similar setup, including commit d69f138747b9 ("USB: serial: mxuport:
clean up port bulk-out setup") which allows to use core to allocate the
resources needed. Each port gets a write fifo and write URBs, while only
the read and status URBs are shared via ports 0 and 1.

mx_uport submits the shared URBs at attach, but this is preferable done
at first open.
