I'm a bit puzzled. So ID is managed by extcon-usb-gpio driver and
VBUS is managed by this driver.

So who decides the USB ports state based on the below truth table?

If only ID signal is available to extcon-usb-gpio driver it cannot detect
the Disconnected state. We need to set mode valid to 0 for disconnected state.
