It means the block layer, which is in between the filesystem layer and 
the mass-storage driver.

In addition, the SCSI layer is in between the block layer and the
mass-storage driver.  So a more complete view would look like this:

	filesystem (and VFS) layer

	block layer

	SCSI layer

	mass-storage driver

	USB layer
