The process as defined by the USB-IF and described at www.usb.org

For new, in-kernel drivers, we might be able to assign you a PID and use
the Linux VID.  But the driver needs to be added to the kernel tree when
that happens.

But, you already have access to a VID, Intel's.  Why not just use that
and use your internal process to get a reserved PID?
