By default, debugfs is not mounted world-readable, so no matter what the permissions are on the files, "normal" users can't access them. See commit 82aceae4f0d4 ("debugfs: more tightly restrict default mount mode") that was in 3.7 for the last "tightening up" of the permissions on the filesystems.
