[PATCH 2/2] USB: storage: remove old wording about how to submit a change

It's best to just send new updates to the usb-storage quirk table to the
linux-usb@xxxxxxxxxxxxxxx mailing list, no need to bother Phil and Alan
or the almost defunct usb-storage list.
